What’s the difference between ESA’s zero debris approach and the Zero Debris Charter?

This is a question ESA is often asked since both endeavours have been introduced.

“Zero debris approach “ is a term which can be used by any space organisation that seeks to reduce its debris footprint drastically – in science or business, public or private.

The ESA zero debris approach in turn kick starts a profound ESA-wide internal transformation to revise the agency’s space debris mitigation requirements and policies for its missions and projects, and pursue technical developments to support its zero debris ambition.

One question is at the centre: How much debris is it OK to create? The answer is: Ideally, zero debris.
